Massachusetts district at heart of bilingual education debate

Schools in the industrial city of Lawrence give parents the option of enrolling their children in a "structured immersion," in which 80% to 90% of classes are conducted in English. Voters in Massachusetts and Colorado today are to decide on ballot initiatives, which, if passed, would abolish bilingual education.
