NCLB mandates challenge schools with foreign-born students

A provision of NCLB requires schools to move immigrant students who achieve sufficient fluency in English out of the limited-proficiency category, making it almost impossible for schools to demonstrate progress. Educators also are concerned the law's three-year timetable for English-learners to gain fluency will cause more schools to fail to make adequate yearly progress on standardized tests.
