Column: U.S. sets up another obstacle for foreign visitors

While the global travel industry appears to be taking a hit from the economic slowdown, the U.S. government is adding another obstacle for foreigners wanting to visit America, writes columnist Simon Calder. The Electronic System for Travel Authorization (ESTA) -- a congressionally mandated system managed by DHS -- becomes mandatory Jan. 12, 2009 for foreign passengers traveling from visa waiver countries to the United States, but it's already causing waves.
