With full repeal unlikely, GOP weighs other tactics on reform

Despite their overwhelming victory in midterm elections, Republicans will have a tough time getting a repeal of the health-reform law through Congress or past a presidential veto. "This is not a 'Jeopardy!' question where there is just one right answer," said Rep. Joe Barton, R-Texas, who says the GOP will take a three-pronged approach that involves repeal, a reform bill and a de-funding bill. But some experts say those tactics could backfire.
