Democrats agreed on parts of Gov. Arnold Schwarzenegger's universal health care plan, and officials say the new proposal is a positive development. The new proposal calls for employers to pay 2% to 6.5% of their payroll based on a sliding scale and requires individuals to purchase insurance. The proposal also includes a $2-a-pack tobacco tax on cigarettes, which will have to be approved by voters when it is placed on the Nov. 2008 ballot.
