Calif. assistant city manager is promoted to top job

The San Jose, Calif., City Council has promoted Assistant City Manager Ed Shikada to city manager. "From an economic standpoint, we seem to be on the right path," Shikada said. "At the same time, essential city services are at a level none of us consider acceptable." Shikada worked for Long Beach before joining the San Jose administration 10 years ago.
