Developers in San Diego face housing-fee hike

The San Diego City Council is raising nearly fivefold the fees that commercial developers pay for affordable-housing needs that their projects create. The increase in the so-called "linkage fee" will be phased in over the next three years. Critics say the increase will cost San Diego jobs.
