Europe is locked in slow recovery, commission says

The EU is on a road to recovery, but return to growth will be slow, according to the European Commission. In the second half of this year, the economy will expand by 0.5%, but full-year growth will be flat, the commission says. Eurozone unemployment is expected to hold at a record-high 12.2% because growth isn't strong enough to affect the labor market.
