Highway administration faults Wash. DOT on project's minority contracting

Washington's Department of Transportation failed to hold a viaduct-replacement contractor accountable for following federal small-business-contracting requirements, according to a Federal Highway Administration report. Small businesses owned by minorities and women have received only $7 million of the $91 million target for contracting in the project, records show.
