Work on Red River diversion channel begins ahead of federal approval

The Fargo-Moorhead Diversion Authority has begun a 35-mile diversion-channel project along the Red River to mitigate the risk of flooding in Fargo, N.D., and Moorhead, Minn. Federal approval for the project, which is included in the Water Resources Reform and Development Act, is still pending. "But local sponsors can move on construction prior to signing the project partnership agreement and federal appropriation of funds," said Terry Williams, a project manager with the Army Corps of Engineers.
