U.N.: Basic Education Still Not A "Fundamental Right" In Some Countries

A United Nations' Educational, Scientific, and Cultural Organization report revealed that more than 156 million children worldwide do not receive basic education. The U.N. goal is to reach universal education for school-age children by 2015; however, 32 countries are said to be in poor shape to meet that deadline.
