Washington schools eagerly eye state surplus

School leaders are pressing for a piece of Washington state's huge surplus this year to boost teacher pay, prepare students for the state exam and cover unexpected fuel price hikes. The governor's budget chief, though, is urging that the state strike a smart balance between saving the excess revenue and spending it.
