In choosing U.S. Rep. Rahm Emanuel of Illinois -- a "foul-mouthed former ballet dancer" -- to be his chief of staff, President-elect Barack Obama now has a tough guy for a gatekeeper, offsetting his own unusually calm demeanor. "If a bad cop is needed, he'll do it," one Democratic lobbyist says of Emanuel.
