States wind up elections with key health insurance decisions

In Missouri, voters passed Proposition E to require legislative or voter approval of a state-run health insurance exchange but rejected a plan to raise the tobacco tax. In Michigan, voters rejected the establishment of the Michigan Home Health Care Council. South Dakota rejected a tax increase that would have gone in part to Medicaid.
