Additional training is needed for Mich. teacher evaluations

Fourteen Michigan school districts are piloting systems for teachers' evaluations, which include four methods for classroom observations, and use student test scores to gauge teachers' effectiveness. An initial review of the evaluation system indicates that additional training is needed to improve the effectiveness of the evaluations.
