Kansas City considers options to repeal light-rail plan

The Kansas City, Mo., City Council is considering two ordinances that would offer options for repealing a light-rail plan that was proposed by activist Clay Chastain and approved by voters in 2006. In a statement, Mayor Mark Funkhouser said the plan would be impossible to implement for a number of reasons, including the fact that its $945 million cost estimate is about $500 million short of the true cost.
