Terms of Portland's carbon tax plan detailed

Under the terms of Portland, Ore.,'s new carbon tax plan, existing homes and commercial buildings would be subject to a number of energy-efficient rules. They include disclosing results of an energy performance rating upon a property's sale and paying a fee if construction meets the Oregon building code for energy efficiency, but having the fee waived if the building is 30% more energy efficient than the code requires.
