EPA classifies W.Va. coal-ash ponds as "high hazard"

The Philip Sporn power plant in New Haven, W.Va., has stored coal-ash waste in four ponds since 1960. Now the Environmental Protection Agency has classified Sporn as one of 49 sites classified as "high hazard." The ranking means an incident could cause risks to people's lives and health, not that a spill is imminent.
