Pakistan spends less than 2% of national budget on education

Pakistan's constitution guarantees citizens free elementary schooling, but education gets just 1.9% of the government's national budget. Many government schools do not physically exist, and others in rural areas have been converted to cattle sheds or given over to landowners even as children study outdoors.
