GAO criticizes FAA for inconsistent enforcement

The Government Accountability Office said the Federal Aviation Administration's enforcement of safety regulations has been inconsistent and has caused damage to the credibility of the agency. The FAA has defended its actions, which have resulted in unusually large fines against airlines in 2009. The agency said it has found ways to "work smarter." Airline analysts and other industry observers have other theories.
