High unemployment forces Obama to refocus

President Barack Obama has pledged to take additional steps to reduce the nation's unemployment rate, which last month hit its highest point in 26 years. The White House is considering energy-efficiency initiatives, additional infrastructure spending and business tax cuts, among other things. The administration may add energy and infrastructure spending to a highway bill expected to be completed next year, observers said.
