Loans are available, but have few takers

Some banks have loosened restrictions on small-business lending, but demand for loans remains sluggish, according to a Federal Reserve report. About 29% of banks said that demand for small-business loans has weakened. Loans remain more difficult to get now than they were before the recession, and banks are saying they don't expect lending conditions to return to normal until after 2012.
