N.Y. governor spells out plan to cut state's carbon emissions

Outgoing New York Gov. David Paterson has unveiled an environmental plan that aims for an 80% reduction in the state's greenhouse-gas emissions by 2050. The plan, based on a study by experts from sectors including energy, seeks an increased use of renewable energy, tighter efficiency standards for buildings and a shift to electric vehicles. State officials said they are hopeful that Governor-elect Andrew Cuomo will follow the plan in pushing for clean energy.
