Swing-state Democrats could tip balance on EPA's carbon rules

The votes of swing-state Democrats up for re-election in 2012 could make the difference when it comes to stalling the Environmental Protection Agency's greenhouse-gas regulations. Proposals to block the EPA's carbon rules are just a few votes shy of the 60 needed to stave off a filibuster, according to Politico.
