China's consumer inflation rose at annual 5.5% rate last month

China's consumer price index rose at an annual rate of 5.5% in October, the smallest monthly increase in nearly three years, the National Bureau of Statistics said. "The October CPI data showed that the government's price-control efforts have started to pay off," said Zhang Liqun, a researcher for China's Cabinet.
