Dodd-Frank to shift FDIC funding burden to biggest banks

The Dodd-Frank Act directs regulators to shift the cost of the deposit-insurance fund of the Federal Deposit Insurance Corp. from smaller bankers to the largest financial institutions. Starting next year, the FDIC will calculate premiums based on a measure of a company's assets rather than on a bank's domestic deposits, as is the case now.
