Army creates new office to conserve energy

The goal of the Army's new Energy and Partnership Office is provide power for crucial operations, even if the civilian power grid fails, officials said. Another goal is energy conservation. Meanwhile, the Army's energy-management projects include developing a 500 megawatt solar thermal plant at Fort Irwin, Calif.
