Lawmakers in Massachusetts are considering legislation that would allow more charter schools to open in struggling school districts and enable the state to more easily move to improve struggling schools. Officials say the bills will help the state qualify for federal Race To the Top funds and improve student achievement, but some educators are concerned about the loss of local control.
