Residents will wait longer for snow removal this winter

Limited budgets, high salt prices and layoffs will slow snow-removal efforts in some communities this winter. Officials in Sheboygan, Wis., for example, say it may take up to 14 hours to clear streets this winter, instead of the typical six to eight hours. In Colorado Springs, the city will not plow streets until at least six inches of snow falls.
