Report: Improved Internet access would strengthen online learning

Online learning is making gains, but is not a "universal" tool because not everyone has Internet access that is reliable, according to a recent report from the U.S. Distance Learning Association. The report outlines four steps that would help improve access to online learning, including a focus on public policy and technology initiatives and the development of a standard online curriculum.
