European Union officials have applauded the United Nations' International Civil Aviation Organization's consensus on a new framework for a global carbon emissions plan. The framework, which the ICAO expects to present next year, paves the way for the EU to eliminate the controversial extension of its Emissions Trading Scheme, which requires airlines using European airports to pay for the carbon they emit while flying in European airspace.
