China to allow private investors to own 15% of state enterprises

China is preparing to open the door to up to 15% equity ownership of state-owned enterprises by private investors, said Bai Yingzi, director of the enterprise reform division of the State-owned Assets Supervision and Administration Commission. Major steps to reform state-owned enterprises will be implemented at the conclusion of the Third Plenum of the Communist Party of China's 18th Central Committee, which began Saturday, said Huang Shuhe, the commission's vice chairman.
