CFTC chairman wants 3 new agencies, replacing CFTC and SEC

The Commodity Futures Trading Commission's acting chairman, Walter Lukken, has joined the parade of officials offering Congress advice on how to head off another financial meltdown. He wants three new regulators to replace the existing CFTC and the Securities and Exchange Commission. One of the new agencies would focus on risk throughout the entire U.S. financial system.
