Lights go back on in Brazil, but questions remain

Brazil's energy minister, Edison Lobao, blamed the country's massive blackouts on wind, rain and lightning, saying that storms knocked out several transmission lines and triggered a cascade of power failures. However, hackers have been reported as perhaps being behind two prior outages, and one legislator noted that the country may not have the preparation it needs to engage in massive infrastructure projects.
