Regulators approve Xcel expansion plan for Minn. nuclear plant

Xcel Energy has secured clearance from the Minnesota Public Utilities Commission to increase energy generation and expand nuclear-waste storage at its Prairie Island Nuclear Power Generating Plant. The panel based its decision on a ruling from an administrative judge, who said that upgrades are necessary and that there was no evidence the plant's operations increase the likelihood of "adverse impacts" to the health of the people living nearby. The final decision, however, lies with the state Legislature, which could overturn the commission's verdict.
