La. man creates HOA to fight neighborhood's decline

A man in the Glen Oaks community in Baton Rouge, La., has reached out to neighbors to start a homeowners association as part of an effort to combat crime and the number of rundown properties in the neighborhood. "We wanted to go out and talk to the people who own property in our community, and we identified what we considered to be our boundaries," said Donald Hunter. "We talked to them about these issues, and we found a great concern and commitment about the community."
