The farm bill before the U.S. Senate this week includes provisions for $10 billion in new price guarantees, subsidies and disaster aid in the next 10 years. A number of key farm-state legislators engineered a turnaround from more conservative proposals, leading to a bill that is more generous than the House version that passed in July.
