Has attention to struggling students derailed top performers?

The achievement of top students has plateaued as schools divert attention and resources to helping struggling students improve, according to recent test scores. Now, some advocates for students who are gifted are calling on districts to make schools accountable for the performance of high-achieving students. Currently, only 31 states require that schools identify students who are gifted, a new report shows.
