Iowa education director recommends statewide RTI

A report released by the Iowa Department of Education on the state's achievement gap recommends schools adopt response to intervention, an assessment system that would screen students three times a year and give extra instructional time to those falling below a baseline. Education Director Jason Glass writes in the report that special populations, including students with disabilities, are not performing on par and the state must take steps to meet the needs of all students.
