Some Race to the Top applications lack union endorsement

Some school districts nationwide were prevented from submitting Race to the Top applications in the latest round of the $400 million federal grant competition because they were unable to get union support. The applications, which were to include plans to overhaul teachers' evaluations, among other things, are required to include the endorsement of the local teachers' union. Some districts, including Los Angeles Unified School District, submitted the application without the union sign-off.
