Fla. county gives green incentives to businesses but not homeowners

The Pinellas County Commission recently voted to exclude homeowners from its energy-saving program, which offers loans for solar panels and other environmentally friendly upgrades. Critics of the decision to include only businesses say the loan program would help homeowners who are underwater add value to their properties.
