Opinion: In-law units a key piece in affordable-housing puzzle

Affordable-housing advocate Saul Bloom calls for San Francisco to create a comprehensive policy for the construction of secondary units, often called "in-law apartments," in the city. "A comprehensive program to permit new secondary units, along with a path for code compliance for currently illegal ones, would create thousands of units of affordable housing, hundreds of jobs and make existing ones safer," writes Bloom, executive director of Arc Ecology, a nonprofit focused on environmental and economic sustainability.
