Shutdown took a toll on small-business confidence, research finds

Optimism among small-business owners took a dive in October, perhaps as a result of government-shutdown-related angst, according to a study from the National Federation of Independent Business. "Since the Washington paralysis could hardly be good news, it would be expected that the optimism measures would deteriorate, and they did," according to a statement from the organization. "Uncertainty is the enemy of economic growth."
