Editorial: Try government-operated drug plan for Medicare

The New York Times says the federal government should set up one or more government-backed Medicare prescription drug plans to compete with private plans. The newspaper says that there is "no guarantee that government negotiators would do better," but adds that "private plans are not doing all that well at obtaining discounts" for seniors.
