DOT lacking in consumer protection enforcement, critics say

Some former DOT officials say the department is not advocating aggressively enough for consumers. Last year, the DOT closed 25 consumer-protection investigations and assessed $1.15 million in fines against carriers. A DOT spokesman defended the agency's record on fines. He said the department "is not in the revenue-making business. We're in the business of getting airlines to correct their behavior."
