Rainwater harvesting catches on in some Western states

Rainwater harvesting allows homeowners to water lawns without paying water bills, but some Western states ban the practice. While it's illegal to harvest rainwater in Colorado, Utah and Washington, other states encourage the use of recycled water. The state of Idaho owns all the water that falls in its borders but allows homeowners to harvest rainwater on their property.
