Science education, teacher training are top priorities of new ELL official

Teacher training and science education are the top priorities for the new head of the Education Department's office of English-language acquisition. Rosalinda B. Barrera, who is filling a position that has been vacant since 2008, has been working with federal special-education officials to improve the process for identifying and educating English-language learners students who have special needs. But some observers say the position offers a limited opportunity to influence policy.
