NYC official floats $20B plan for flood-prevention measures

New York City Council Speaker Christine Quinn has called for the city to invest in several flood-prevention measures worth more than $20 billion, one of which is the construction of a storm surge barrier to protect the city. Quinn, running for mayor in 2013, also posed the idea of having utility firms "bury power lines underground," an idea that Consolidated Edison said it would consider.
