ACC: Industries should collaborate on a "workable process" to improve rail safety

As railroads call for an overhaul of DOT-111 tank cars that carry flammable liquids, the American Chemistry Council says industries should come together on "a workable process for implementing tank car enhancements that will yield the greatest safety benefits." ACC added that retrofitting cars should not take the place of "policies and procedures" to address the causes of rail accidents. Other industries contend the focus should be placed on improving rail maintenance and operations, instead of the more costly tank car retrofitting.
