California Governor Plans Major Budget Cut; Education Suffers The Most

California's Gov. Gray Davis called for a $2.2 billion budget cut Nov. 14 -- half of which comprises education initiatives he himself proposed -- due to the state's cooling economy. The cut would impose a one-year delay in the deployment of a program geared to help students in the worst-performing state schools.
